"in" problem on CSS

my rates are
office: 30000 66 66 (set by server)
ciggy: 40000 101 101 (as requested by ph33r)

but im still getting rediculously low in rates which effect reg.
iv phone my ISP and they have run a check and nothing is wrong with the connection, made sure firewall isnt blocking anything, added ciggy ip to my IP exempt list so it desnt filter anything.

My in rate is constantly low with no loss and no choke.

iv run a ISP provided peice of software to check down and up rates, with my downrate at 7meg and up rate at 1.2meg.

i have been on other servers, public and match servers and this isnt a problem.
rates seem to stay the same, unless i get choke, but that rarely happens.

Same happens with me on big servers like ciggy, although it goes back up to 90-100 when i'm dead or in spec, its just when i'm alive :S

As for a fix, I haven't a clue unfortunately

hopefully someone will come up with something. I'm gonna be getting a new isp soon, so ill be able to see if there are any differences for me...

i would understand if it was a general thing, but on other servers, my "alive" in rate is around 90 all teh time, sometimes even 101.

just on ciggy :/

it happens to me sometimes but then fixes itself after a map change

i think is the map and server itself with all the heavy load, not sure tho

To be honest, its mostly ciggy where i get a really low in rate/tick, most other public and match servers its 99-101 constant. I'm gonna try an equally as busy public server tomorrow and see if its the same... if not it must just be a problem for me and ciggy itself

Ya a push around 40 at start,mid game when a few are dead its up at 60, end round 70-90.

this is to do with the server ticrate

its put low for some reason 30 to be exact i think, cant remember the command but it needs to be set to 100 for this fixed

Its just last ciggy for some reason :/

On office, its generally usually 66/66 in/out (maybe drops by say 3 or 4 from time to time)

On other servers (any guess which ones guys

) this isnt a problem. It does drop 3 or 4 bits, just like office, but nothing extreme to say 70% of what it should be :/
